ICTs should be available, affordable and accessible for all. Today, universal service, competition and associated issues of consumer protection and privacy have become all the more relevant given that digital technologies increasingly underlie the economic, social and political aspects of our lives. There are parallels with railway infrastructure in Europe. Government funding is used for the railway infrastructure and there are various train service operators who bid to offer services. The government has the economic risk of providing the infrastructure and the operators' risk is confined to issues related to the train service itself.
